How to Look Up a Court Case in Douglas County?
The primary online tool for searching Douglas County court cases is the Wisconsin Circuit Court Access (WCCA) portal, a free public system maintained by the Wisconsin Court System that provides case status, hearing information, and document access for circuit court cases statewide. Users can search by party name, case number, or attorney name. The WCCA portal covers all public circuit court cases filed in Douglas County and throughout Wisconsin.
For in-person access or direct record requests, the Douglas County Clerk of Courts is the official custodian of all Circuit Court records. The office maintains records across both Circuit Court branches and handles civil, criminal, traffic, small claims, family support, and divorce filings.

Are Court Records Public in Douglas County?
Under the Wisconsin Open Records Law (Wis. Stat. §§ 19.31–19.39), public records held by government officials in Douglas County — including court records — are presumed open for public inspection and copying unless a specific statutory exemption applies. The law places the burden on the government to justify withholding records, not on the requester to justify access.
Several categories of records are exempt from public disclosure in Douglas County:
- Active law enforcement investigation records
- Juvenile court records in virtually all case types
- Records protected under federal law, including those covered by HIPAA or the Driver Privacy Protection Act (DPPA)
- Records whose disclosure would constitute an unwarranted invasion of privacy
- Certain sealed court orders and protective order records
The Douglas County Register in Probate office notes specifically that the majority of probate-related cases filed with that office are confidential and not accessible to the public — a category that extends to guardianships, protective placements, conservatorships, mental health commitments, and all juvenile proceedings. The Wisconsin DOJ Public Records Law Compliance Guide provides detailed guidance on how agencies must respond to public records requests, including timelines and fee requirements.
Douglas County Criminal Court Records
Criminal cases in Douglas County are handled by both branches of the Circuit Court, covering misdemeanor and felony prosecutions brought by the state or local government. Criminal court records document the proceedings from charging through sentencing and may include complaint documents, bail records, plea entries, trial records, sentencing orders, and subsequent motions.
Non-confidential criminal case information is searchable through the WCCA case search portal at no cost. In-person access to physical case files can be arranged through the Clerk of Courts at Room 309.
For law enforcement-generated records — including incident reports, arrest records, and police reports — requests must be directed to the Douglas County Sheriff’s Office, which handles them through the Legal Records Custodian:
- Phone: (715) 395-1432
- Email: standleyc@douglascountywi.gov
- In person: Law Enforcement Center, 1316 N. 14th Street, Superior, WI 54880, Monday–Friday, 8:00 a.m. – 4:30 p.m.
- Mail: Douglas County Sheriff’s Office, Attn: Records, 1316 N. 14th St., Suite 100, Superior, WI 54880
Note that fax requests are not accepted for general law enforcement records. Requests should be as specific as possible, including the case number (if available), names of individuals involved, dates, times, and locations.
Sheriff’s Office record copy fees:
| Document Type | Fee |
|---|---|
| Black & White paper copies | $0.25 per page |
| Color paper copies | $0.35 per page |
| CDs / DVDs | $5.00 per unit |

Prepayment is required for requests totaling more than $5.00. No charge applies for records delivered by email, though emailed delivery is not available for photos or large files. Payment is accepted by cash, check, or money order.
For statewide criminal history background checks, the Wisconsin Department of Justice operates the Wisconsin Online Record Check System (WORCS), which allows individuals and organizations to submit criminal background check requests and retrieve results online for a fee.
Douglas County Civil Court Records
All civil litigation in Douglas County — including contract disputes, personal injury claims, property actions, evictions, and small claims — falls under the jurisdiction of the Circuit Court. The Clerk of Courts maintains these records, and non-confidential civil case information is searchable through WCCA.
Electronic filing is required in Wisconsin circuit courts under a phased statewide rollout. Attorneys and parties can file documents through the Wisconsin Circuit Court eFiling portal, with cases subject to an additional $35 eFiling fee per case per party (effective May 1, 2024). Fee schedules for all case types are published on the Wisconsin Circuit Court fees and filing page.
Small claims matters in Douglas County are handled through the Circuit Court under Wisconsin Statutes Chapter 799. Small claims actions are capped at $10,000 in monetary claims (with a $5,000 cap for tort claims). The Clerk of Courts makes small claims forms available at the courthouse, and the Wisconsin Court System’s Small Claims Self-Help Center provides forms and guidance for self-represented parties.
The Clerk of Courts also makes divorce packet forms and restraining order forms available directly at the office. A $30.00 fee applies for the divorce packet.
For property records — deeds, mortgages, land contracts, and liens — these are held by the Douglas County Register of Deeds rather than the Circuit Court clerk. The Register of Deeds serves as the official county repository for all real estate instruments:

Mailing Address: P.O. Box 847, Superior, WI 54880

Douglas County Family Court Records
Family law proceedings in Douglas County — including divorce, legal separation, child custody, paternity, child support, and domestic abuse restraining orders — are handled by the Circuit Court. The Clerk of Courts maintains all family case records. Non-restricted portions of family cases can be searched through WCCA or reviewed in person at the courthouse.
The Clerk’s office provides divorce packet forms for $30.00 and restraining order forms at no charge. Electronic filings in family cases must be submitted through the Wisconsin eFiling portal.
Marriage records are maintained by the Douglas County Register of Deeds, not the Clerk of Courts. Certified copies of marriage certificates cost $20.00 for the first copy and $3.00 for each additional copy ordered at the same time. Requests can be made in person or by mail using the Marriage Certificate Application form available on the county website. Along with the completed form, submit a valid government-issued photo ID, payment by cashier’s check or money order made payable to “Douglas County Register of Deeds”, and a self-addressed stamped envelope if requesting by mail.
Divorce certificates from January 1, 2016, onward are also held by the Register of Deeds. Earlier divorce records are held by the Clerk of Courts. Use the Divorce Certificate Application form for Register of Deeds requests and follow the same submission process. The Register of Deeds also holds birth and death records for events occurring in Douglas County. All four vital record request forms — for birth, death, marriage, and divorce — are available on the county’s Vital Records Request Forms page.
Birth and death record access is restricted. Only individuals with a qualifying relationship to the subject — such as the registrant, immediate family members, or legal representatives — may obtain certified copies. Use the Birth Certificate Application or Death Certificate Application forms as appropriate. Submit each with a valid photo ID copy, payment, and a self-addressed stamped envelope.
All vital record requests to the Register of Deeds should be directed to:
